You have to upload your photo or video and tap on the three dots to select the draw tool. then you have to pic a color and hold the screen. You can also use the eyedropper to match the colour from your image or use eraser tool to real the colour present underneath a solid colour overlay..

Step-by-Step Instructions:

Open Story Editor: Create a new story and select your photo or video.
Select Draw Tool: Tap the three dots (***) in the top right corner and select Draw.

Choose Color: Select a color from the options at the bottom.

Tip: Use the dropper icon to select a specific color from your photo.

Apply Background: Long-press (press and hold) anywhere on the screen for a few seconds until the screen fills with the chosen color.

Add Photo/Layer: Tap Done. You can now add stickers, text, or use the Photo Sticker to overlay your original image.

Changing background color of instagram story is way more interesting. Specially I love to change my background color daily. So here is some steps to changing instagram's stories background color.

Firstly open instagram and go to story mode.
Then choose a photo or video and then select Create (Aa) mode.
After that, tap the draw tool or the color circle icon.
Then select your preferred background color from the palette.
Now press and hold on the screen for 2–3 seconds.
Then you can see the background color will automatically fill the screen.
Now you are able to add text, stickers, GIFs, music, or effects as you like.
Finally tap your story to post it.

Here is the steps I simply follow to change the background color on instagram story.

And some extra modification you can follow that is

long-press any color then you can see more shades.
Use the eye-dropper tool to match the colors from your images.
In the create mode, tap the color circle for multiple times to get the gradient background.
And also you use the eraser tool to reveal parts of the original photo creatively.

To change the background color on an Instagram Story, it’s actually pretty simple once you know where the option is.

Here’s the easiest way I usually do it on Instagram:

The "Create" Shortcut

Enter "Create" Mode: Open the Story camera and tap the "Aa" icon on the left.

Tap the Color Bubble: Hit the small colorful circle in the bottom right to cycle through backgrounds instantly.

Layer Up: Use the Sticker tool to drop your photos or links on top of that clean background.

The Solid Fill (Post-Photo)

Draw Tool: After taking a photo, tap the three dots > Draw.

Hold Down: Pick a color, then long-press the screen to flood it with that color.

I used to get frustrated that I couldn't change the color after taking a photo without hiding it, until I realized layering images via the sticker tool is the professional standard.

Try this instead. Open Stories, take a pic or go blank canvas. Then tap the doodle icon (wavy line), grab any color from the bottom bar (swipe for options). Then just hold your finger down on the middle of the screen until the whole thing floods that color. Add stickers/text and you're good. For fancy text vibes, hit the "Aa" mode and tap the little color circle below to flip backgrounds easy. It will take around 10 secs only.
